Last Monday at an El Dorado Commission Meeting, one resident raised their voice on what she calls a discriminatory registration.“I spoke twice last year and while there have been a couple changes to the app this year, like the background check disclaimer and the age limit of 18 and over that was added, I think that my main point was missed,” said Shawna Napoli, concerned citizen and Pit Bull owner, as she began her speech during public comment.The City of El Dorado City Code of Ordinance, “Wild and Dangerous Animals”, Chapter 6.20.040 requires that owners of Pit Bull or Staffordshire Terriers and such mixed breeds to pay a $50 registration fine and undergo a background check by the Kansas Bureau of Investigation, (KBI).
