Butler County Police Chiefs appointed President, Vice President of KS/MO FBI National Academy Board

Two Butler County Police Chiefs were appointed to the Kansas/Missouri Federal Bureau of Investigation National Academy Associates, (FBINAA), Board of Directors this month. The two men who serve Andover and Augusta were elected as President and Vice President of the board.

On September 4th, Andover Police Chief Buck Buchanan was sworn in as the President of the Kansas/Western Missouri FBINAA Executive Board alongside Augusta Department Public Safety Director Todd Ackerman, who was sworn in as the 1st Vice President.

Chief Buchanan attended the FBI National Academy in October of 2017 while Chief Ackerman attended 13 years earlier in January of 2004. Both men spent 10 weeks in Quantico, Virginia learning alongside more than 250 law enforcement professionals from around the world.

The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. The 10-week program provides coursework in intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science. The program serves to improve the administration of justice in police departments and agencies at home and abroad while raising law enforcement standards, knowledge, and cooperation worldwide.

The FBINAA is a non-profit, international organization of 17,000 senior law enforcement professionals that represent all 50 US states and 174 countries that are dedicated to providing communities, states, countries and professionals with the highest degree of law enforcement expertise, training, education and information.

About Chief Buck Buchanan

Chief Buchanan was appointed as Police Chief of the Andover Police Department on September 25, 2021. He began his career in law enforcement as an Andover Police Department Reserve Officer in 1994 and a few months later was hired by the Wichita Police Department. In 1997 Chief Buchanan returned to the Andover Police Department as a Reserve Sergeant where he remained for 7 years. He served as a full-time officer for a year in 2004 before returning to part-time. In August of 2009, Chief Buchanan returned to full-time status and was assigned to the Patrol Division as a School Resource Officer. On April 1, 2013, Chief Buchanan was promoted to the rank of Sergeant and in August of 2013 reclassified to the rank of Lieutenant. On December 31, 2017, Chief Buchanan was promoted to Captain where he served as the Commander of the “Special Services” Division. In January of 2020 Chief Buchanan assumed the role as the department’s Operations Commander where he oversaw the day-to-day operations of both the Patrol and Investigations sections until his recent promotion to Chief of Police. Additionally, Chief Buchanan is a Defense Tactics Instructor, ASP Instructor, Active Shooter Instructor, a Child Passenger Safety Seat Technician, and Crisis Negotiators.

Chief Buchanan is a 2013 graduate of the Kansas University Public Management Center’s “Command School,” a 2016 graduate of the Kansas University Certified Public Manager Program, a 2016 graduate of the Kansas Police Administrators Seminar (KPAS), and a 2017 graduate of the 270th Session of the FBI’s National Academy, and most recently a 2025 graduate of Leadership Butler. Chief Buchanan holds a bachelor’s degree from Faulkner University in Criminal Justice.

Chief Buchanan was the recipient of the 2010 “Officer of the Year” award within the Andover Police Department.

About Director Todd Ackerman

Director Ackerman was appointed as Director of the Augusta Department of Public Safety on January 22, 2022. His career in law enforcement began in 1987 at the Marshall County Sheriff’s Office. He was promoted to Deputy in 1995 then appointed as Chief of Police for the City of Marysville, Kansas in 1999 where he remained until his position in Augusta.

In addition to his regular duties as Director, he is a member of the Kansas Law Enforcement Working Group, past member of the Northeast Kansas Homeland Security Council and the Kansas Incident Management Team. In 2019 he was appointed to the Criminal Justice Reform Commission by Attorney General Derek Schmidt and recently appointed to the Law Enforcement Committee for Human Trafficking Commission.

Director Ackerman is a past President of the Kansas Association of Chiefs of Police. He also holds the honor of being the only Kansas law enforcement member to serve on the FBI-Law Enforcement Executive Development Association, (FBI-LEEDA), board of directors 2003-2009. He was elected President of FBI–LEEDA in 2006.

In 2003 he graduated from the Rural Executive Management Institute of the National Center for Rural Law Enforcement, University of Arkansas, the FBI-National Academy 216th Session in 2004, Central States LEEDS in 1999, and the FBI Quantico LEEDS class in 2006.

He currently holds membership of the I.A.C.P., Kansas Sheriff’s Association and the Kansas Peace Officers Association. Director Ackerman also holds a bachelor’s degree in Management and Ethics from Manhattan Christian College and a master’s degree in Security Management from Bellevue University.
