Re-zone and special use permit make way for new sign
The El Dorado City Commission took action on three items to allow a new sign at Oil Hill Elementary.
The issue came up at a previous meeting when Circle School District asked for a special use permit for the sign, but it was not allowed due to zoning regulations since it would contain a logo for Verus Bank, which made the donation for the sign.
The school district went back and requested a rezone from residential to office-industrial, which would allow for the sign. This was approved by the Planning Commission at their last meeting, along with a special use permit for off-site advertising.
The city commission then approved the rezone to O-I, a special use permit to allow an educational institution in O-I zoning and a special use permit to allow an off-site advertising sign, with certain requirements including such things as time it can be lit and the size of the logo.
In other business, the commission:
• approved 5-0 setting a public hearing for Sept. 15 for the complete reconstruction of Atchison Street from Locust to Cave Springs and Cave Springs from Atchison to Denver. This is a sales tax project. The project would be completed this fall if approved.
• approved 4-1 (with Mayor Mike Fagg opposed) a resolution amending the salary schedule pay plan for the city of El Dorado effective Jan. 1, 2015. The city had done a salary survey with other cities and is targeting to keep their salaries in the middle.
Before the vote, Fagg asked what benefits the employees receive. The city pays 76 percent of health benefit; KPERS and along with that long-term disability and life insurance policy; KP&F for police and fire; $15 a month if the employee is a member of the YMCA as part of the wellness community within the city; and a life insurance policy.
Fagg wanted to pay more for health insurance and less toward the retirement match. He also said there was not enough information presented on the change and wanted to be vigilant to the taxpayers of the community.
