The update on the closure and post closure care costs of the Butler County Landfill proved to be the main focus of the Butler County Commission meeting on Monday morning.
With recent changes in the KDHE’s application process for solid waste landfills, Butler County Public Works Director Darryl Lutz has to change the department’s current procedure to estimate the costs.
“We had a fairly simple format for doing this in the past,” said Lutz. “It has now been updated to bring it up to the current day costs using current bid tabs in lieu of using factors on old data. We are being required to update all of our calculations to close the facility and find the new prices for that on a yearly basis now.”
The hopes of the public works department is once the procedures and formats are drawn out, the department will be able to calculate the costs internally within several years.
“The estimated cost to perform these estimates is $11,650 and then we will update this information each year with new current year bids,” explained Lutz. “ The original cost to calculate was done by contract and has been for the past 13 to 14 years. KDHE doesn’t want us to use the same old process. They want us to go out and get fresh bids each year. Hopefully in future years, I will be able to update the closure cost estimates internally. There’s a possibility depending on how complex it is to see if we will be able to do them in house, but I really don’t think that there are any big surprises out there.”
When Commissioner Ed Myers began to show concern about the expense coming out of the budget, Lutz assured him it was not unexpected.
“We have a $30,000 spec in the CIP for the unexpected costs due to our KDHE application development,” said Lutz. “The amount was fairly reasonable for the things that we need to have done.”
Commissioner Dan Woydziak then moved to approve the request of authorization to prepare updated closure and post-closure care cost estimates. The motion was approved 4-0 with Commissioner Jeff Masterson absent.
The commission also:
• approved the annexation of a portion of Andover Road by the city of Andover.
• approved the Behavioral Health Programs/Interventions Funding Request for the 13th District Community Corrections agency.
• approved the earthwork and concrete installation at the Butler County Community College radio site by DAB Building Systems of El Dorado.
• held a work session regarding the transfer of the excess easement to Gary David of Jayhawk Landscaping.
