  • The Kelly/Ohio intersection will be closed to thru traffic starting mid-morning on Monday, April 29th, 2013. Contingent on weather, the construction project is anticipated to take approximately 3 1/2 months to complete. Improvements will occur in two different phases. During the first 3-4 weeks of the closure, Alan's Excavating will be replacing bad sewer lines, manholes, and several service line connections. The City's water department will also be adding some valves to City water lines at this time. Once the sewer line replacement is complete, the contractor for the paving project (APAC) will move in and start working on the road realignment and permanent pavement repairs.
    Traffic control will be an important part of the project as this is one of the City's busiest intersections. The planned construction will require closure of the intersection to thru traffic for the duration of the project, although barricades will be spaced to allow local traffic to access businesses and/or residences in the area.  Ohio Street traffic will be rerouted along a detour from 14th Avenue to Dearborn to Josephine and back to Ohio Street (or vice versa). A temporary traffic signal will be installed at the Kelly and Dearborn intersection. Dearborn will carry the most traffic so the lights will be timed to allow north-south traffic to flow longer.  To improve safety and further facilitate traffic flow, there will be no parking allowed along the designated detour route.
    Once the construction project is complete and the intersection is reopened, 14th Avenue between Ohio and Dearborn will be overlaid with new asphalt and Dearborn from 14th to Kelly will receive an asphalt mill and overlay as well.
