The Kansas Department of Transportation, Bureau of Transportation Safety and Technology has contracted with DCCCA, Inc., of Lawrence, KS, to conduct annual Kansas Occupant Protection Observational Surveys. The purpose of these surveys is to measure the percent drivers and passengers and children who are wearing appropriate occupant restraint, as defined by Kansas statute.
The observers have been trained in data collection, but they have very little information about the survey itself. Their job is to be completely objective as they collect data. They may not be able to answer your questions, and they are collecting data while they are on site.
