  • City Council OK's agreement with NuStar Pipeline

  • At it's regular Oct. 9 meeting, the Andover City Council approved a proposed extended right of way lease agreement between the city of Andover and NuStar Pipeline Operating Partnership and authorized the mayor to sign the lease agreement.
    The agreement allows NuStar to place from five to 10 monitoring wells within the public right of way at Quail Crossing.
    After pressure testing earlier this year revealed a leak, NuStar repaired the pipeline. However, the Kansas Department of Health and Environment has required that monitoring wells be installed for future detection and historical record testing.
    The monitoring wells will be placed in the front yard, within the public right of way, of some Quail Crossing homes.
    Public Works Director Les Mangus explained that the wells are typically not monitored very frequently and will be set at ground level and covered with a brass cap. The monitoring wells "aren't a problem for mowing and most people don't even know they're there," Mangus said.
    NuStar will pay the city of Andover for the drilling of each well and an annual payment for the ability to maintain the wells.
    In other action, the City Council:
    • Approved a resolution authorizing and providing for the public sale of the city's Prairie Creek Temporary Improvement Renewal Notes, in a total principal amount of approximately $2,945,000.
    • Approved a lease agreement between the city of Andover and the Cedar Pines of Andover LLC and authorized the mayor to sign the agreement.
    • Approved an agreement between the Kansas Department of Transportation and the city of Andover for the traffic signal project at 13th Street and Andover Road. The agreement is a 90-10 split, with the city responsible for 10 percent of the project cost.
    • Approved an agreement with Parsons Brinckerhoff to update the Comprehensive Development Plan for the Andover area and authorized the mayor to sign the agreement.
