Stanley Palmer's Stanley's Smokin Chili clinched the winning title in the annual Hometown Christmas Chili Cook-Off Thursday evening at Central Park in Andover.Not Joe Mama's Chili, the entry of Joe King and Andover Fire and Rescue, took second place.
